So… lets see, It is expensive to buy a 10$ cheeseburger but its cheap to buy a 100$ brand new PC. So this example is just a pointer of the definition for ”expensive” which is determined by the value of the service provided and the price requested for the same service.
About the today considered “expensive” hotels we should determine is the price overrides the service provided, or the so called “expensive” hotels are not really expensive,, but made for rich people.
